This study examines the theoretical and practical dimensions of "investing in human capital" within the context of China's economic transition from scale-driven expansion to quality-oriented development.Against the backdrop of the shifting growth dynamics,the important discourse by General Secretary Xi Jinping on "investing in human capital " profoundly illuminates the intrinsic logic between high-quality population development and modernization.The research aims to trace the historical evolution of this concept,elucidate its theoretical foundations,analyze the interactive mechanism between "nvesting in physical capital" and "investing in human capital," and explore practical pathways and policy frameworks for their deeper integration.The findings demonstrate that deepening the integration of physical and human capital investment provides essential theoretical foundations for optimizing investment structures,fostering new quality productive forces,and establishing a virtuous cycle between high-quality economic development and improved livelihoods in the new era.
